First BENLIC Infill Home Completed
One up, 46 more to go. Buffalo Mayor Christopher P. Scanlon, Erie County Executive Mark C. Poloncarz, the Buffalo Erie Niagara Land Improvement Corporation (BENLIC), and partners from Empire State Development and Belmont Housing Resources celebrated the completion of the first homes under the City and County’s joint Infill Housing Program today, marking a major step forward in neighborhood revitalization and affordable homeownership across the city.

Renovate Alfred Pioneer Center
The 31,611 GSF Pioneer Center, originally built in 1958, is undergoing a full renovation to become a modern, student-centered facility. Upgrades include a new dining area, commercial kitchen, wellness spaces, and full MEP system replacements. Construction begins Fall 2025.
Greenpac Mill
Phase I
The first phase of the project focused on excavation and the relocation of existing utilities to accommodate the installation of concrete foundations for three new structures: the Biogas Building, the Motor Control Center (MCC), and the Dissolved Air Flotation (DAF) Building. These new facilities are strategically located between two operational factories — Greenpac and Cascades — requiring precise coordination to avoid disruption to ongoing operations.
Sumitomo Rubber USA Decommissioning Project
The Sumitomo Decommissioning Project involved a detailed and highly coordinated effort to safely remove and prepare specialized manufacturing equipment for transport. The scope of work included the disconnection of all utilities — including electrical, pneumatic, and hydraulic systems — serving 54 PCR (Passenger Car Radial) tire press machines.
Chase Commons
The former Presbyterian Home, located on High Street in Lockport, served the community as an assisted living facility from its opening in 1959 until its closure. Through an extensive rehabilitation effort, the existing buildings were repurposed into 50 modern apartment units, while preserving key architectural elements that reflect the property’s original character. The redevelopment delivered approximately 40,000 square feet of finished residential space now available for lease.
Groundbreaking on 47 new affordable Buffalo homes finally begins, part of $24.5M effort
In 2023, Erie County Executive Mark Poloncarz announced his intention to work with the City of Buffalo to invest nearly $25 million to build affordable homes throughout Erie County, with the county and city combining funds to build dozens of homes solely within city limits.
