BCC Leadership
Joseph Mannarino, Ph.D. | Chief Executive Officer
With over 30 years of construction experience, Mr. Mannarino is a Co-Founder and Chief Executive Officer of Buffalo Construction Consultants. Beginning his career as an estimator, Mr. Mannarino worked his way up to operational management after serving in every role of construction management. Throughout his career, he has earned a reputation for guiding complex projects from start to finish.
As CEO, Mr. Mannarino oversees BCC’s entire portfolio of projects; he directs all construction management personnel, leads the business development effort, and develops new program management and project-specific approaches to benefit both existing and potential clients. He has exceptional talent in contract negotiations and is a hands-on expert in all aspects of preconstruction and construction. He provides guidance to the BCC project teams in budget development and management, schedule creation and tracking, and logistics planning and contract management to ensure effective project execution. Mr. Mannarino challenges the BCC team to deliver on all aspects of their project and to achieve client loyalty.
Mr. Mannarino earned both his Bachelor of Science and Doctorate degrees in Civil Engineering and his Master of Business Administration degree from the State University of New York at Buffalo (UB). Mr. Mannarino has been active in UB’s Department of Civil, Structural and Environmental Engineering, where he has taught construction estimating and project management courses with an emphasis on ethical construction practices and alternative delivery methods to over 150 students per year.
William Mahoney | Chief Operations Officer
With more than 25 years of experience, Mr. Mahoney is a Co-Founder and the Chief Operations Officer of Buffalo Construction Consultants. He has earned a reputation as a focused, fair-minded professional within the local construction industry, and his attention to detail and ability to facilitate clear channels of communication have earned him the respect of clients, architects, and contractors alike.
Over the last several decades, Mr. Mahoney has extensive experience in delivering some of the most complex projects and programs in Western New York. As BCC’s CCO, he is integral to all aspects of BCC operations and provides strategic leadership to numerous clients during the preconstruction + design phase, overseeing the successful delivery of BCC projects across all markets.
Mr. Mahoney holds a Bachelor of Science in Civil Engineering from Clarkson University and a Bachelor of Science in Physics from the State University of New York at Fredonia.
Peter Dechert | Senior Vice President
As Senior Vice President at BCC, Mr. Dechert brings nearly 20 years of experience delivering complex projects across a variety of market sectors. He specializes in managing the preconstruction and design phases of projects, with extensive experience in progressive delivery models, including design-build and owner’s representation. Mr. Dechert’s background in project management and participation serving on non-profit boards gives him a unique perspective on project delivery that greatly benefits his clients.
Mr. Dechert is passionate about improving the lives of families in Western New York and demonstrates his commitment through volunteer work for local organizations. His ability to organize and lead stems from his business experience, and he effectively channels his passion to help people. Mr. Dechert previously served on the Board of Directors for The Rural Outreach Center, The Rental Assistance Corporation of Buffalo, and the Roycroft Campus Corporation.
Mr. Dechert is a Leadership Buffalo Class of 2020 graduate and a member of the Buffalo Business First 40 Under 40 Class of 2022. Mr. Dechert holds a Bachelor’s Degree in English and Economics from Denison University.
Brad Fisher | Vice President of Operations
As Vice President of Operations at BCC, Mr. Fisher brings over 15 years of progressive experience in the construction industry. In this role, he oversees the firm’s daily operations, providing strategic vision, operational leadership, and hands-on guidance to ensure every project is executed with precision, quality, and accountability.
Mr. Fisher has successfully led the delivery of large-scale, complex projects across a wide range of market sectors, including industrial, commercial, education, municipal, and healthcare. Known for his collaborative leadership style, Mr. Fisher partners closely with clients, architects, trade partners, and project teams to foster open communication and seamless coordination. Mr. Fisher has earned a reputation for delivering projects on time, within budget, and beyond expectations, making him a trusted leader within the Western New York construction community.
Mr. Fisher is a Leadership Buffalo Class of 2025 Graduate and currently serves on the Board of Directors for The Rural Outreach Center. Mr. Fisher holds a Bachelor’s Degree in Civil Engineering from the Rochester Institute of Technology.
Joe Aramini | Project Executive
As a seasoned construction professional with more than 20 years of experience, Mr. Aramini brings a broad and well-rounded background to every project he oversees. His career encompasses impactful roles as Project Engineer, Project Superintendent, Project Manager, Project Director, and Project Executive, which have provided him with a comprehensive understanding of field operations, project controls, and client expectations.
At BCC, Mr. Aramini leads and oversees the firm’s K-12 Education market sector efforts from pre-referendum planning to project closeout and turnover. He works collaboratively with school districts, design teams, and trade partners to establish clear project goals, maintain alignment with schedule and budget objectives, and support seamless project delivery. His strengths in communication, coordination, and problem-solving, combined with his proven ability to manage complex, high-profile assignments, make him a valuable asset to both the project team and the clients he serves. With Mr. Aramini’s steady leadership in the K-12 sector, BCC serves as the construction manager in 25 different school districts across Western and Central New York.
Mr. Aramini is a member of the Leadership Buffalo Class of 2026. Mr. Aramini holds a Bachelor’s Degree in Civil Engineering from the University at Buffalo.
Tom Renauto | Project Executive
With more than 25 years of experience in the construction management industry, Mr. Renauto brings extensive expertise in pre-construction planning, design development, and project execution across a variety of delivery methods. Known for his collaborative leadership style and client-focused approach, he is committed to building long-term relationships, delivering successful projects, and creating value for owners throughout every phase.
Throughout his career, Mr. Renauto has successfully led projects totaling more than $750 million in construction value across a diverse range of market sectors, including multi-family residential (market-rate + affordable housing), healthcare, higher education, K-12 education, senior living, professional office, industrial/manufacturing, and environmental remediation. His experience spans complex occupied renovations, new construction, adaptive reuse, phased campus improvements, and mission-critical facilities, providing him with a comprehensive understanding of the planning, financial, operational, and logistical challenges associated with large-scale capital projects.
A Rochester, New York native, Mr. Renauto brings a strong understanding of the Central and Western New York markets and the communities BCC serves throughout the region. In his leadership role at BCC, he helps guide the firm’s continued growth and client relationships across Central New York, providing local insight, executive oversight, and a hands-on approach to project delivery. His familiarity with the region, combined with decades of construction experience and a strong network of industry relationships, allows him to serve as a valuable resource to clients and project teams from early planning through construction.
Mr. Renauto currently serves on the Board of Directors for The Builders Exchange of Rochester (ROBEX), The Design-Build Institute of America, The Construction Specification Institute, and The Construction Financial Management Association. Mr. Renauto holds a Bachelor of Fine Arts (BFA) degree in Industrial Design from the Rochester Institute of Technology.
