Joseph Mannarino, Ph.D. | President
With over 30 years of construction experience, Mr. Mannarino is a Co-Founder and the President of Buffalo Construction Consultants, Inc. Beginning his career as an estimator, Mr. Mannarino worked his way up to operational management after serving in every role of construction management. Throughout his career, he has earned a reputation for guiding complex projects from start to finish.
Mr. Mannarino earned both his Bachelor of Science and Doctorate degrees in Civil Engineering and his Master of Business Administration degree from the State University of New York at Buffalo (UB). Mr. Mannarino has been active in UB’s Department of Civil, Structural and Environmental Engineering, where he has taught construction estimating and project management courses with an emphasis on ethical construction practices and alternative delivery methods to over 150 students per year.
As President, Mr. Mannarino oversees BCC’s entire portfolio of projects; he directs all construction management personnel, leads the business development effort, and develops new program management and project-specific approaches to benefit both existing and potential clients. He has exceptional talent in contract negotiations and is a hands-on expert in all aspects of preconstruction and construction. He provides guidance to the BCC project teams in budget development and management, schedule creation and tracking, and logistics planning and contract management to ensure effective project execution. Mr. Mannarino challenges the BCC team to deliver on all aspects of their project and to achieve client loyalty.

William Mahoney | Executive Vice President
With more than 20 years of experience, Mr. Mahoney is a Co-Founder and the Vice President of Buffalo Construction Consultants, Inc. Mr. Mahoney has earned a reputation as a focused, fair-minded professional within the local construction industry. His attention to detail and ability to facilitate clear channels of communication have earned him the respect of clients, architects, and contractors alike.
Mr. Mahoney holds a Bachelor of Science in Civil Engineering from Clarkson University and a Bachelor of Science in Physics from the State University of New York at Fredonia.
Mr. Mahoney has extensive experience in delivering some of the most complex projects and programs in WNY over the last several decades. Mr. Mahoney is integral to all aspects of BCC operations. He provides strategic leadership to numerous clients during the preconstruction phase and oversees the successful delivery of BCC projects across all markets.

Peter Dechert | Senior Vice President
As Senior Vice President, Mr. Dechert brings nearly 20 years of experience delivering complex projects, across a variety of market sectors. Mr. Dechert specializes in managing the preconstruction and design phase of projects, which includes extensive experience with progressive delivery models, including design-build and owner’s representation. Mr. Dechert’s background in project management and non-profit board participation give him a unique perspective on project delivery that greatly benefits his clients.
Mr. Dechert is passionate about helping to improve the lives of families in WNY and demonstrates his commitment through volunteer work for local organizations. His ability to organize and lead transfers from his business experience, and effectively channels his passion to help people. Mr. Dechert currently serves on the Board of Directors for The Rural Outreach Center, The Rental Assistance Corporation of Buffalo and the Roycroft Campus Corporation. Mr. Dechert is a class of 2020 Leadership Buffalo Graduate and a member of the class of 2022 Buffalo Business First 40 under 40.
Mr. Dechert holds a bachelor’s degree in English and Economics from Denison University.

Brad Fisher | Vice President of Operations
As Vice President of Operations at BCC, Mr. Fisher brings over 15 years of progressive experience in the construction industry. In this role, he oversees the firm’s daily operations, providing strategic vision, operational leadership, and hands-on guidance to ensure every project is executed with precision, quality, and accountability.
Mr. Fisher has successfully led the delivery of large-scale, complex projects across a wide range of market sectors, including industrial, commercial, education, municipal, and healthcare. Known for his collaborative leadership style, Mr. Fisher partners closely with clients, architects, trade partners, and project teams to foster open communication and seamless coordination. Mr. Fisher has earned a reputation for delivering projects on time, within budget, and beyond expectations, making him a trusted leader within the Western New York construction community.
Mr. Fisher holds a bachelor’s degree in Civil Engineering from Rochester Institute of Technology

Joe Aramini | Project Executive
As a seasoned construction professional with more than two decades of experience, Mr. Aramini brings a broad and well-rounded background to every project he oversees. His career encompasses impactful roles as Project Engineer, Project Superintendent, Project Manager, and Project Director, providing him with a comprehensive understanding of field operations, project controls, and client expectations across diverse market sectors.
At BCC, Mr. Aramini provides steady leadership throughout the project lifecycle, working collaboratively with clients, design teams, and trade partners to establish clear goals, maintain schedule and budget alignment, and ensure seamless project delivery. His strengths in communication, coordination, and problem-solving, paired with a proven ability to manage high-profile, complex assignments, make him a valuable asset to both the project team and the clients he serves.
